The rod is known as the fiberglass core of composite insulator, FRP/ECR. Sanding is to make the surface of this FRP/ECR rougher, which is very commonly used as a technic by insulator manufacturer to improve the bonding between FRP surface and polymeric housing material. With this sanding technic, polymeric insulator (also called composite insulator) will have high performance in tests of tightness of bonding in the later stages.
