What is an insulator FRP core oil puncture test machine?

How is the FRP puncture test done?
The FRP/ECR rod is be cut into a small sample in a piece, put into transformer oil which has excellent insulation property than air, then the voltage is applied to both ends and increases till the FRP core sample is punctured.
